ArcGIS Image Server will be a part of ArcGIS Server, to allow fast storage and retrieval of large image sets (an answer to Google Earth certainly)

..so is ArcGIS Explorer the desktop client to the Image Server? I thought that was the Google-Earth wannabe?

Yes. ArcGIS Explorer is the desktop client which strongly resembles Google Earth. From the demo, it actually looks a lot nicer than Google Earth. I am going to try and find a hands on demo.
Image Server behind the scenes allows you to manage and distribute large amounts of imagery (like Google does)
